Section 10(ii) in The Bihar Home Guards Rules, 1953
(ii)Uniform and accoutrements shall be supplied by the State Government to all non-Gazetted Officers and men of the Home Guards Force.These uniforms and accoutrements shall continue to be the property of the State Government and shall, on discharge, be surrendered to such officer as the discharging authority may direct.
