Section 3(5) in Tamil Nadu Local Authorities Finance Act, 1961
(5)When local authority shall have determined to levy a tax under subsection (1) for the first time or at a new rate, the local authority shall forthwith publish a notice in such manner as may be prescribed, specifying the rate at which and the date from which such tax shall be levied.
