Section 100(2) in The Gujarat Panchayats Act, 1993
(2)A panchayat may also make provision for carrying out in the areas, within the limits of its jurisdiction any other work or measure which is likely to promote,-(a)the health, safety, comfort or convenience,(b)social, economic or cultural well being and(c)education including secondary education of the inhabitants of the areas.
