श्रीमती जयाप्रदा (रामपुर): सभापति महोदय, मैं आपका बहुत बहुत धन्यवाद करती हूं कि आपने मुझे इस विषय पर बोलने का समय दिया। मैं इस मुख्य विषय पर सदन का ध्यान आकर्षित करना चाहती हूं कि कुछ समय पहले हम सब को मालूम है कि उत्तर प्रदेश के कई हिस्सों में बाढ़ आई थी और बाढ़ की वजह से बहुत नुकसान भी हुआ था। इसी सिलसिले में बाढ़ के इस प्रकोप में मैं भी फंस गई थी और भगवान की कृपा से या अल्लाह की देन से मैं बच गई लेकिन कुछ गरीब लोग हमारे रामपुर क्षेत्र से जो जुड़े हुए हैं और बगल के मुरादाबाद का भी कुछ हिस्सा पड़ता है, कुछ लोग इस बाढ़ से प्रभावित होते हुए अपने गांवों को, अपनी फसलों को, अपने घरों को और अपनी जायदाद को, सारी चीजें छोड़कर अपने रिश्तेदारों के घर चले गये थे,...( व्यवधान)

SHRIMATI JAYAPRADA : Yes Sir. This is what I want to tell. This is what I am speaking. How will say suddenly how they have encroached?
वे अपने घरों को छोड़कर रिश्तेदारों के घर चले गये थे और अब पानी के वापस चले जाने के बाद अपने-अपने घर वापस आ गये हैं। यहां काफी गरीब लोग रहते हैं और घोसी समाज के लोग रहते हैं। यह मुस्लिम बाहुल एरिया है। इन लोगों ने अपने रिश्तेदारों के घर में आश्रय लिया है। इन लोगों के वापिस आने के बाद अपना कुछ भी नहीं बचा है। उनके पास न घर है, न फसल है और न ही खेत है। यहां तक कि कब्रिस्तान पर भू-माफिया के लोगों ने कब्जा कर लिया है और गेहूं की फसल उगने लगी है। मैं आपसे अनुरोध करना चाहती हूं और सरकार का ध्यान आकर्िात करना चाहती हूं क्योंकि यहां के गरीब लोगों के पास एक बीघा की जमीन भी हो तो बहुत बड़ी बात होती है। एक बीघा की जमीन वाला भी किसान है और सौ बीघा की जमीन वाले भी किसान हैं। उनके पास जगह नहीं है, घर नहीं हैं और भू-माफिया के लोग कब्जा करके इस्तेमाल कर रहे हैं। वे इसके लिए किसके पास जाकर गुहार लगाएंगे? मैं उस क्षेत्र की सांसद हूं इसलिए वे मेरे पास ही आएंगे। मुरादाबाद में भी इसका हिस्सा है इसलिए वे लोग प्रशासन के पास भी गए हैं और हमारे पास भी आए हैं।

Minister of Home Affairs and he will have to take it up with your State Chief Minister because that being the State problem.
