(2)In particular, and without prejudice to the generality of the foregoing power, such regulations may provide for all or any of the following matters, namely: -(a)the duties and the powers of the Secretary under sub-section (5) of section 3; and(b)the procedure to be followed by the Commission under sub-section (2) of section 9.
