Section 7(1) in The Orissa District Planning Committees Rules, 2000
(1)On the day fixed for the scrutiny of nomination papers, the candidates and one proposer of each candidate may attend at the time and place fixed for the purpose and the Returning Officer shall give them all reasonable facilities for examining the nomination papers of all candidates, which have been delivered within the time.
