Section 169(b) in The Navy (Pension) Regulations, 1964
(b)The advance will be sanctioned only to those pensioners who are, in the opinion of the Controller of Defence Accounts (Pensions) or joint Controller of Defence Accounts (Pensions), in a destitute condition and in immediate need of financial help.
