Section 61(a) in The Haryana New Mandi Townships Building Rules, 1967
(a)if it is constructed of material other than cast iron or other metal of not less strength it shall so far as it lies within a distance of 15 metres (49.213 feet) from the building, be laid on a bed of concrete unless the nature of the soil renders this unnecessary;
