Section 40(1) in Bihar Board's Miscellaneous Rules, 1958
(1)The duration of the District Officer's tour should be fixed annually by the Commissioner provided that the minimum to be spent on tour by a District Officer should be 60 nights. He should spend a considerable portion of the cold weather in touring in those parts of his district which are not accessible at other times of the year. A reasonable proportion of the touring must be of this nature and conducted in a manner which gives villagers an opportunity of access to him. At the beginning of the cold weather each District Officer should plan out his touring for the reason so as to cover an adequate area of his district. It is possible for him to spend five or six days in tents, moving camp two or three times and then return to headquarter's. He should submit his tour programme for the following month to the Commissioner, some time before the end of the month.
