Section 183(c) in The Coal Mines Regulations, 2011
(c)a competent person appointed for the purpose shall examine every safety lamp at the on its being returned after use and if on such examination, any lamp is found to be damaged or misused, he shall record the nature of the damage or misuse in a bound paged book kept for the purpose, every such entry shall be countersigned and dated by the manager.
