Section 32(4) in The Dibrugarh University Act, 1965
(4)Notwithstanding anything contained in this section, the Executive Council shall not submit the draft of any Statute effecting the powers, duties and constitution of any Authority of the University unless such Authority has been given an opportunity to express its opinion in respects of the matters and unless the Chancellor has given his approval to the Executive Council to submit the draft to the Court.
