(c)the erection of a place of worship or a tomb or cenotaph or of a wall enclosing a graveyard, place of worship, cenotaph or samadhi on land which at commencement of this Act is lawfully occupied only for the purpose of such worship, tomb, cenotaph, graveyard or samadhi:
