Section 2(f) in The Orissa Industrial Disputes Rules, 1959
(f)with reference to Clause (g) of Section 2 it is hereby prescribed that in relation to an industry carried on by or under the authority of a Department or State Government, the officer in charge of the day-to-day administration or the industrial establishment shall be the 'employer' in respect of that establishment;
