17. Procedure in inquiries and appeals.
(1)The Council may at its discretion hold an inquiry under section 13 of section 16 in camera.(2)For the purpose of any such inquiry or of any appeal under section 15, the Council shall be deemed to be a court within the meaning of the Indian Evidence Act, 1872 and shall exercise all the powers of a Commissioner appointed under the [Public Servants' (Inquiry) Act, 1850] [See Unrepealed Central Acts, Volume I.]; and such inquiries and appeals shall be conducted as far as may be, in accordance with the provisions of section 5 and sections 8 to 20 of the said Public Servants' (Inquiries) Act, 1850 (XXXVII of 1850).
