Section 10 in The Bombay Electricity (Special Powers) Act, 1946
10. Cognizance of offences. - No Court shall take cognizance of any offence punishable under this Act except on a report in writing of the facts constituting such offence made by such public servant as may be authorised by the [State] Government in this behalf.
