Section 28(1) in The West Bengal Khadi And Village Industries Board Act, 1959

(1)In the discharge of its functions under this Act the Board shall be guided by such directions on questions of policy as may be given to it from time to time by the State Government.Explanation. - If any question arises whether a question is a question of policy or not, the decision of the State Government shall be final.
