Section 51(1)(j) in The Rules For the Administration, Admission and Rehabilitation of Persons in Homes and Shelters, 1970

(j)The Superintendent shall be responsible for submitting statements and returns under the rules in addition to such statements and returns as may be prescribed by the Government, the Director of the Chief Inspector from time to time.
