Section 66(2) in The Orissa Motor Vehicles Rules, 1993
(2)No owner or other person shall cause or allow any person to drive transport vehicle unless the owner or other person has in his possession a record in writing of the name and address of the driver as set forth in his driving licence, the number of the licence and the name of the authority by which it was issued.
