(1)Whoever, without the permission of the committee, pickets animals or collects carts on any street or uses any street as a halting place for vehicles or animals of any description or as a place of encampment or causes or permits animals to stray shall be punishable with fine which may extend to [five hundred rupees.] [Substituted by Punjab Act No. 8 of 1974.]
