ORDER
Shri Chandrakant Moreshwar Nijme, hereinafter called the appellant, has filed the present appeal dated 21.2.2012 before the Commission against the respondent Ministry of Water Resources, Office of the Controller of Accounts, New Delhi for providing incomplete, unsatisfactory and misleading information in response to his RTI application dated 12.7.2011. The appellant was absent whereas the respondent were represented by Shri Alok Ranjan, Controller of Accounts and Shri K.K. Pandey, A.C.A.

The appellant through his RTI application dated 12.7.2011 sought information on nine queries with regard to non-consideration of his case for extension of deputation as Accountant in PAO, CWPRS, Pune. The CPIO vide letter No. WR/CA/RTI/2010-11/1782 dated 17.8.2011 provided point-wise information to the appellant.
3. However, not satisfied with the reply of the CPIO, the appellant filed first appeal before the FAA. The Controller of Accounts/FAA vide his order No. 2 Case No. CIC/SS/A/2012/001988 WR/CA/RTI/2011-12/2751 dated 25.10.2011 comprehensively replied to the appellant. The appellant was also advised to put his grievance and whatever was permissible within applicable rules, would be done keeping in view office interest and as per office decorum and procedure of administration.
4. During the hearing the respondent state that the appellant was posted as Accountant in CWPRS, Pune on deputation initially for a period of three years. Initially the lending Department had not granted NOC for extension of deputation for the fourth year to the appellant, whereupon the appellant was repatriated vide Office Order dated 4.3.2011 to enable him to joint his parent office. Subsequent to which NOC for extension of his deputation for the fourth year was received from his parent Department. The NOC was not considered by the Department and he was relieved. The appellant in his second appeal filed before the Commission alleges that he was not granted fourth year extension of his deputation inspite of the fact that an NOC from his parent Department had been received and he was relieved. The appellant also alleges that his relieving order is pre-dated.

Having perused the relevant documents on file, the Commission hereby directs the CPIO to provide file notings regarding appellant's repatriation and reasons for not extending his deputation for fourth year. Since it has been requested by the appellant, the CPIO will also inform the appellant whether anybody else has been absorbed as Accountant in CWPRS, Pune and why the appellant was not considered for absorption along with reasons for extension of fourth year deputation period in respect of Shri A.S. Dabak, Accountant, PAO, CWPRS, Pune. The CPIO is further directed to allow inspection of the relevant file to the appellant. The CPIO will comply with the directions of the Commission within two weeks of receipt of this order.
