Section 30(3) in The Naval Ceremonial, Conditions Of Service And Miscellaneous Regulations, 1964
(3)If ships wearing the flags or broad pendants of officers of equal rank meet in port, the ship arriving later, irrespective of seniority in rank, shall salute the flag(s) or broad pendant(s) first, subject to conditions stipulated in sub-regulation (1).
