Section 16 in Rules for the Grant of Recognition and Aid to Elementary Schools
16.
There shall ordinarily be at least one teacher for every 35 pupils in average attendance:Provided that when the number of pupils in average attendance in any one standard or section of a standard exceeds 35, it shall be divided into two sections if the Deputy Inspector of Schools so directs.
