(1)The Board may require the owner or occupier of any land within eight days or such longer period as the Board may fix either to re excavate or at his opinion fill up with suitable material or to cleans any well, water-course, private tank or pool therein, and to drain off and remove any waste or stagnant water which may appear to be injurious to health or offensive to the neighbourhood:Provided that if, for the purpose of effecting any drainage under this section it shall be necessary to acquire any land not being the property of the person who is required to drain his land or to pay compensation to any other person, the Board shall provide such land and pay such compensation.
