(3)An appeal shall lie from an [an order of the Assistant Registrar] [Substituted, by Rajasthan Act No. 6 of 1993, w.e.f. 9-12-1993.] refusing a licence under sub-section (1) to the [Registrar] [Substituted, by Rajasthan Act No. 6 of 1993, w.e.f. 9-12-1993.] and may be preferred within sixty days from the date on which the order is communicated to the applicant.
