Section 9A(1) in The Aircraft (Carriage Of Dangerous Goods) Rules, 2003
(1)The Operator or any other person directly or indirectly acting on his behalf for the acceptance or handling of baggage, cargo or mail, if notices or finds any mis-declared or undeclared goods, shall submit a report to the Director-General.
