Section 3 in The Orissa State Lottery Rules, 1983

3.

The Scheme will be implemented under the general guidance of a Committee consisting of the following members :
(1) Secretary, Industries Department Member
(2) Secretary, Irrigation and Power Department Member
(3) Secretary, Finance Department Member
(4) Additional Secretary, Finance Department Convenor-Secretary of the Committee.
The Committee will be competent to make such changes in the Scheme and rules as may be found necessary from time to time; provided that it shall obtain the approval of the Government for any major change involving financial commitments.
