Section 44(1) in The Naval Ceremonial, Conditions Of Service And Miscellaneous Regulations, 1964
(1)On the occasions laid down in Regulation 14 all Indian Naval Ships and vessels in port, which are supplied with necessary material, shall be dressed overall from the time of hoisting colours until sun set.
