(1)Any police officer in uniform not below the rank of Sub Inspector may at any time when the vehicle is in a public is in a public place call upon the driver of a goods vehicle to stop the vehicle and to keep it at rest for such time as may be necessary to able the police officer to make reasonable examination of the contents of the vehicle.
