Section 4(3) in The District Council of Culture Rules, 1994
(3)A functionary (preferably the officer in charge of drawing and disbursing in the Collectorate) shall be nominated from time to time, by the Chairman as the Finance Officer, who shall also function as the Treasurer of the Council.
