1. The two petitioners have approached this Court for the following directions:
a) Issue a writ of Mandamus or any other appropriate writ, order or direction directing the Respondents to forthwith forward the Petitioners' applications for India Handloom Brand (IHB) registration submitted on 18.05.2025 to the Textiles Committee, Mumbai for laboratory testing, evaluation and final decision in accordance with the Standard Operating Procedure of the IHB Scheme;
b) Issue a writ of Mandamus or any other appropriate writ, order or direction directing the Respondents to consider and forward the Petitioners' names for participation and allotment of stalls in the This is a digitally signed order.

c) Pass an order directing the Respondents not to deny participation to the Petitioners in Government-organised handloom fairs and expos solely on the ground of non-holding of IHB certificate, when the Petitioners' IHB applications are pending due to the illegal inaction of the Respondents themselves;
d) Pass an order directing the Respondents to complete the entire IHB processing of the Petitioners' applications within a timebound period as may be fixed by this Hon'ble Court;
e) Pass such other or further order(s) as this Hon'ble Court may deem fit and proper in the facts and circumstances of the present case in the interest of justice.
2. The petitioner no. 1 is an individual handloom weaver and fabric producer. Petitioner no. 2 is a registered cooperative society. The petitioners are seeking the Handloom Mark certificate/certification. It is their case that they applied for India Handloom Brand (IHB) registration on 18.05.2025 via the official portal. They submitted hard copies and fabric samples to the Weavers Service Centre, Delhi.

As per the petitioners, despite completing all required formalities, including onsite inspection, respondent no. 2 has not forwarded their application to the Textile Committee, Mumbai, for over 8 months. The petitioners submit that the said delay violates the IHB schemes and standard operating procedure, which mandates forwarding after scrutiny without undue delay.

The petitioners submit that the delay has prevented them from obtaining IHB certification, which is required or preferred for certification in government-organised fairs like the Surajkund Craft Mela, etc. They submitted that while similarly situated applicants were allowed in events like Dilli Haat, 2025, the petitioners were denied the stalls.

5. There cannot be complete silence on the petitioners' application. If they meet the requisite criterion, they are entitled for the timely registration.
6. Having considered the overall controversy involved in the petition and the nature of the relief sought, the Court deems it appropriate to dispose of the same with the following directions: -
(i) Let the respondent to treat the instant petition as a representation and to pass an appropriate order qua pending application of the petitioners with due expedition.
(ii) Let the decision be taken within a period of 30 days from today.
(iii) If for any reason, the petitioners' request is not acceded to, let the speaking order be passed.
(iv) The petitioners, thereafter, shall be at liberty to take appropriate recourse in accordance with law.
7. Accordingly, the petition stands disposed of. All rights and contentions are left open.
