(2)The plan referred to in sub-section (1) shall be prepared with the help of Zila Panchayat planning and Development and Administrative Committee by Chief Executive Officer, Additional Chief Executive Officer in the manner prescribed and the Chief Executive Officer Additional Chief Executive Officer shall lay such plan before the finance and planning committee of Zila Panchayat which may make such recommendation relating thereto, as it thinks fit.
