ORDER
Background
1. The Applicant filed an RTI Application dt.23.6.11 with the PIO, DTC seeking the following information:
i) Please furnish a copy of letter wherein the following bus routes were operated from Rani Bagh:
169, 906, 909, 911, 930, 932, 951, 43(Limited) and a fleet of mini bus service
ii) What were the criteria/justification to put Public Transport Service on these routes.
iii) Now that the population has increased manifold, please indicate the reasons for cancelling the same routes (169, 906, 911, 932, 43 etc) or drastically reducing a number of trips on other routes.
iv) What type of problems DTC is anticipating if bus services running on Road No.44 (i.e. 891, 970, 957 and 984A) joint Road No.43 at Keshav College (University Campus) instead of at Mohindra Park via Sant Nagar Road (as there is no DTC bus stop in between Sant Nagar Road and Mohindra Park.
v) Is it true that regular route 85 Ext has been introduced from West Enclave, but West Enclave is far away from outer Ring Road. Your statement that the distance is hardly 100 metres is not correct. We are prepared to accompany you and get it confirmed physically.
vi) Since there is great rush of traffic on Road No.43 due to the location of Delhi Govt's most modern Hospital Bhagwan mahavir and Delhi University campus, Keshav College, this causes great hardships to the residents who are putting up on the west of outer Ring Road to inner Ring Road) is justified or not. If traffic justifies it, when DTC would start its operation.
2. The PIO replied on 19.7.11 enclosing the point wise information furnished by the concerned officer.
The Applicant, not satisfied with the reply, filed an appeal dt.30.7.11 with the Appellate Authority seeking further clarifications while pointing out the deficiencies and also seeking reasons for not supplying information against point (i). Shri. A.K.Goyal, Appellate Authority disposed off the appeal vide his order dt.24.8.11 after hearing the case. He directed the PIO to provide details of schedule timings of the routes (909, 951, 164, 861A and 85 extra) within seven days of the receipt of his directions. He also directed the PIO to issue directions to concerned Depot managers to ensure the regularity and punctuality of the services of the aforesaid bus routes. On not receiving any further reply, the Applicant filed a second appeal dt.3.11.11 before CIC. Decision
2. During the hearing, the Appellant stated that what he wants to know is when the bus routes as mentioned in his RTI application which were being operated earlier from Rani Bagh were discontinued and the reasons for the same. The Respondents submitted that information in this regard is not available in their records. This position (nonavailability of the date of discontinuity and reasons for the same) of the Respondents may be intimated formally to the Appellant in an affidavit addressed to the Commission, with a copy to the Appellant. The affidavit should reach the Commission/Appellant by 13.3.12.
3. The Appellant further stated that information that was furnished to him in respect of bus routes being operated at present from Rani Bagh and West Enclave was incomplete and that he wants to know not just the starting time but the complete schedule for the whole day along with the names of crew members. The PIO is therefore directed to provide the schedule for all the bus routes operating from Rani Bagh and West Enclave to the Appellant. Since the crew members keep changing and there is no fixed time or route for the crew, list of crew deployed in all the said routes including drivers/conductors may be provided. The information should reach the Appellant by 13.3.12.
4. The appeal is disposed off with the above directions.
