Section 6(2)(b) in The Indian Supply Service (Group `A') Rules, 2017

(b)the remaining fifty per cent. of the vacant duty posts shall be filled by promotion from amongst officers in the feeder grade with minimum qualifying service as specified in Schedule- II.
