Section 2(b) in Goa Lotteries (Regulation) Rules, 2003
(b)"agent" means a person or a registered firm or private or public limited company, appointed as such by the Government, and with whom an agreement for the sale of printed tickets is executed and includes sole selling agent, sole distributor or selling agent;
