Section 12(1) in Sikkim Urban and Regional Planning and Development Act, 1998
(1)As soon as may be, after the declaration of the regional planning area under section 11, the Chief Town Planner shall, subject to such directions as may be issued by the Board and within such time as may be prescribed, after carrying out such surveys as may be necessary of the physical, social and economic conditions and potentialities of the area in respect of which a regional development plan is to be prepared, prepare a regional development plan for such area together with a report explaining the various aspects of the developments proposed in such plan.
