Section 19 in The Indian Medical Council, Rules, 1957
19. Candidates may be present when registered covers are opened -
The Returning Officer shall open the outer envelopes immediately after 5 p.m. on the day fixed for the poll at the place to which the envelopes are addressed to him. Any candidate may be present in person or may send a representative duly authorized by him in writing to attend at the time the outer envelopes are opened.
