2. We heard this case through video conferencing. The Appellant was present in the Hyderabad studio of the NIC. The Respondent was present in the Mumbai studio. We heard their submissions.

3. Enclosing a copy of a news report published in the Telugu newspaper Enadu, the Appellant had requested the CPIO for a copy of the investigation report and some other related information. The CPIO had requested him to provide some further details about the alleged irregularities so that further information could be provided. The Appellant claimed that he did not receive any such communication from the CPIO though. Later, the Appellate Authority also observed that in the absence of any specific details about the alleged irregularities, it was not possible for the CPIO to identify and locate the information.
4. After carefully considering the submissions of both the parties and the contents of the RTI application, we found nothing wrong in the response of the CPIO. Indeed, except for enclosing a copy of the paper cutting, the Appellant had given no further details regarding the alleged irregularities being committed in grant of loans. In the absence of any such details, the CPIO could not be expected to find out about any investigation that might have been conducted by the Bank. Therefore, we are of the view that the Appellant, if he so desires, may approach the CPIO once again with specific details about any particular irregularity committed in any Branch of the Bank and request for a copy of the investigation report, if any. In the present case, the CPIO cannot be faulted for not being able to provide any such information.
5. The case is dispose off accordingly.
6. Copies of this order be given free of cost to the parties.
