Section 4(1) in Sikkim Urban and Regional Planning and Development Act, 1998
(1)Subject to the provisions of this Act and the rules framed thereunder, the functions of the Board shall be to advise the Government in matters relating to policy formulations for planning, development and implementation of State programmes and use of rural and urban land in the State, and to guide, direct, and assist the District Planning Committee constituted under section 184 of the Sikkim Municipalities Act, 1995.
