(3)All questions which come up before any meeting of the Authority shall be decided by a majority of votes of the members present and voting, and in the event of an equality of votes, the Chairman or in his absence, the Vice-Chairman, or in the absence f both, the person presiding, shall have and exercise a second or casting vote.][New section added by Inland Waterways Authority of India Act, 2001(40 of 2001) ]
