108. Fees, etc., to be recoverable as public demands. - Except as herein otherwise expressly provided, all fees, fines, costs and other sums ordered under this Act to be paid by any person shall be deemed to be public demands, and shall be recoverable under [the Bengal Public Demands Recovery Act, 1913].
