Section 359(1) in The Orissa Municipal Corporation Act, 2003
(1)The Commissioner may, by agreement with a consumer, take charge on behalf of the Corporation of all or any of the consumer's pipes and fittings :Provided that if any such pipes or fittings are communication pipes or fittings not vesting in the Corporation, the Commissioner may, if he thinks fit, take charge of the same without such agreement.
