(a)The Deputy Commissioner may, with the previous sanction of the Commissioner, grant licences for the retail sale of rectified spirit (including absolute alcohol) only to approved chemists or druggists or approved firms, or approved medical practitioners and only for bona fide medicinal, industrial or scientific purposes on payment of licence fees prescribed in Rule 200 of these rules. The fees shall be payable annually in advance.
