SHANAVAS (WAYANAD): Madam, I thank you very much for giving me this opportunity to raise a very important issue. Ever since this Government came into power, a situation has been created in this country tarnishing the image of the minorities and some irresponsible statements are being made by responsible leaders of the ruling allies. They are misusing their power to intimidate and victimize the minority communities. The latest is and I am very sorry to state that a Member of Rajya Sabha, …* has made a statement that Muslim community should be disenfranchised.… (Interruptions) This is a very serious situation. Sadhvi Thakur has made a statement that Hindus and Christians should be forcibly sterilized. A fellow Member of this House, …* has endorsed it. They are of the opinion that Muslims and Christians should be forcefully sterilised. So, a situation of intimidation is being created. This is against the Constitution. श्री मल्लिकार्जुन खड़गे : महोदया, माननीय सदस्य ने जो प्रश्न उठाया है, वह देश के लिए बहुत महत्वपूर्ण है। यहां होम मिनिस्टर बैठे हैं, अगर ऐसी चीजें बार-बार कांस्टीटय़ूशन के विरुद्ध आएंगी। आपको इस देश को चलाना है, देश में संदेश फैलाना है कि जो नई सरकार आई है यह कांस्टीटय़ूशनली चलने वाली सरकार है, संविधान से चलने वाली सरकार है। अगर कोई संविधान के खिलाफ बात करता है,उसे कड़ी से कड़ी सजा देने वाली सरकार है। आपसे यह संदेश जाने के बजाय आपके लोग क्या कह रहे हैं। आपके लोग तो उलटा कह रहे हैं, कोई कहता है कि माइनोरिटी की वोटिंग निकाल दो, कोई कहता हैकि नसबंदी करा दो, कोई कहता है …* हैं। अगर ऐसी बातें होती रहेंगी तो क्या देश में शांति रहेगी? इस देश को जोड़ना चाहते हैं या तोड़ना चाहते हैं? मैं पूछना चाहता हूं।...(व्यवधान) माननीय अध्यक्ष : ऐसे नहीं चलेगा, आप बैठ जाइए।

गृह मंत्री (श्री राजनाथ सिंह) :माननीय अध्यक्ष जी, जहां तक भारत के संविधान का प्रश्न है। हम सभी अवगत हैं कि भारत का संविधान इस देश के सभी नागरिकों को समानता का अधिकार देता है। भारत के संविधान की मंशा पूरी तरह से स्पष्ट है, चाहे कास्ट हो, क्रीड हो, रेस हो अथवा रिलीजन हो, इस आधार पर किसी भी प्रकार का डिस्क्रिमिनेशन करने की इजाजत किसी को नहीं दी जा सकती। मैं सदन में स्पष्ट कर देना चाहता हूं यदि किसी के द्वारा भी सदन में कोई बात आए तो एक बार सोचा जा सकता है। सदन के बाहर कोई स्टेटमेंट देता है, यदि वह ऐसा है जिससे कास्ट, क्रीड, रेस अथवा रिलीजन के आधार पर किसी प्रकार का डिस्क्रिमिनेशन क्रिएट होता है, मैं समझता हूं कि हमारी सरकार किसी भी सूरत में इसे इन्डोर्स नहीं कर सकती।
