Section 9(b) in The Bar Council of Uttar Pradesh (Constitution and Conduct of Business) Rules, 1963
(b)The Returning Officer shall send to the Polling Officer of each district sufficient number of voting papers for the voters residing within that district so as to reach him at least one week before the date of election.
