Section 11(2) in The Assam Agricultural University Act, 1968
(2)The Board may, for the purpose of consultation, invite any person having experience of special knowledge on any subject under-consideration to attend its meetings. Such person may speak in and otherwise take part in the proceedings of such meetings but shall not be entitled to vote at any such meeting. Any person so invited shall be entitled to such allowances for attending the meeting as may be prescribed.
