Section 28(3) in The Mumbai Metropolitan Region Development Authority Act, 1974
(3)The arbitrators shall, for the purpose of determining any matter referred to them, have the same powers as are vested in a Civil Court under the Code of Civil Procedure, 1908, when trying a suit, in respect of the following matters namely :-(a)summoning and enforcing the attendance of any person and examining him on oath;(b)requiring the discovery and production of any document;(c)receiving evidence on affidavits;(d)requisitioning any public record from any Court or office;(e)issuing commissions for examination of witnesses.
