(1)If the Commissioners shall allow any work constructed by them under this Act to fall into disrepair, or shall not complete any work commenced by them or included in any estimate as aforesaid submitted and approved of, and shall not, after due notice in writing, proceed effectually to repair or complete such work under this Act, it shall be lawful for the 1[Central Government] to cause such work to be restored, completed or constructed, either by the officers of the 1[Central Government] or any private contractor.
