                                  ORDER

1. The complainant filed an application under the Right to Information Act, 2005 (RTI Act) before the Central Public Information Officer (CPIO), Security Printing And Minting Corporation Of India Limited (SPMCIL), New Delhi seeking following information:-

1. "Complete information including file noting, office notes, transfer orders, e-mails/communication exchanged etc. pertaining to appointment of Mr. R. Haripant as General Manager, SPP, Hyderabad along with basic salary of Mr. R. Haripant.

2. Total no. of days of office attended by R. Haripant Vs total no. of days where Mr. R. Haripant maintained the official incoming working hours.

3. Total amount of man hours wasted by R. Haripant as per S. No. 2 by not maintaining incoming time of office hours as a public servant."

2. The CPIO responded on 17-12-2018. Thereafter, the complainant filed a complaint u/Section 18 of the RTI Act before the Commission requesting to take appropriate legal action against the CPIO u/Section 20 of the RTI Act, 2005.

Hearing:

3. The complainant, Mr. Varun Krishna attended the hearing through audio conferencing. Mr. G Krishna Mohan, DGM/HR participated in the hearing representing the respondent through audio conferencing. The written submissions are taken on record.

4. The complainant contended that the CPIO has not provided him the attendance records of the then General Manager, Mr. R. Haripant. He wanted to know whether there is any system for his attendance marking. He further submitted that the respondent has not provided this information and therefore, an appropriate action should be initiated against the CPIO for not providing the information till date.

5. The respondent submitted that the then General Manager, Mr. R. Haripant was not required to mark his attendance being head of the department and therefore, they had given a reply to the complainant accordingly. Decision:

6. This Commission observes that the complainant is questioning the system of attendance being recorded by the then General Manager, Mr. R. Haripant. To this, the respondent has submitted that he was not required to mark his attendance being head of the department. The CPIO has given a specific reply of this effect to the complainant and hence, no malafide could be attributed to him. In view of this, no further intervention of the Commission is required in the matter.

7. With the above observations, the complaint is disposed of.

8. Copy of the decision be provided free of cost to the parties.
