Section 10(1)(i) in Haryana Municipal (Control of Vehicles and Carts Drawn By Animals) Bye-laws, 1978

(i)that the licensee shall keep the licensed vehicle clean and in good repairs and that he shall keep the harness and lamps complete and in serviceable condition;
