Section 8(1) in The Orissa Boiler Operation Engineers' Rules, 2000
(1)A boiler shall be deemed to be in use for the purpose of these rules when there is fire in the furnace, fire box or fire place for the purpose of heating the water in the boiler or under banked fire condition. A boiler shall be deemed to be not in use only when the fire is removed and all steam and water connections are closed.
